Jiangsu Provides Key Points for Development and Reform Work in 2019

On December 28, 2018, a conference on development and Reform in Jiangsu Province was held to analyze and judge the economic situation and to "lay emphasis" on development and Reform in 2019.

Jiangsu will take many measures to support the development of real economy, actively and steadily promote the upgrading of industrial energy level, and continue to promote the transformation of new and old kinetic energy. Jiangsu will focus on the implementation of policy documents such as property rights protection and stimulating the protection of entrepreneurship, conduct self-examination, establish and improve the mechanism for entrepreneurs to participate in the formulation of enterprise-related policies, and earnestly safeguard the legitimate rights and interests of entrepreneurs. We will accelerate the drafting of opinions on promoting high-quality development of the private economy and comprehensively promote the market access list system.

Jiangsu will study and draft a work plan to promote the optimal distribution of key industries in the whole province, increase the adjustment of industrial distribution along the Yangtze River, around Taihu Lake, along the Grand Canal and other key areas, and focus on improving the level of spatial distribution and industrial agglomeration. At the same time, we should deepen a new round of provincial service industry comprehensive reform pilot, and explore an effective way to realize the benign interaction between manufacturing and service industries. Next year, 150 key services projects will be identified and implemented, with an annual investment of about 100 billion yuan in new services.

Jiangsu will actively carry out international cooperation in frontier areas, vigorously develop strategic emerging industries, concentrate on breaking through a number of key common technologies and leading edge technologies, and enhance the core competitiveness and self-control ability of the industry. To study and draft suggestions for further promoting the development of digital economy and seize the first opportunity for the development of digital economy. We will strengthen the construction of innovative carriers, create national industrial innovation centers, promote the construction of major national scientific and technological infrastructure such as future networks and high-efficiency low-carbon gas turbines, build six state-level double-venture demonstration bases, and expand the construction scale of provincial double-venture demonstration bases to about 100.
